Alemania inició en enero de 2007 la presidencia de turno de la Unión con la intención de retomar el debate constitucional y elaborar una "hoja de ruta" que promueva la reactivación de la Constitución Europea. La estrategia alemana comenzó con consultas confidenciales con los 27 Estados miembros, que siguen a las entabladas por la presidencia finlandesa y que concluirán casi tres meses después, el 25 de marzo, fecha en la que se celebrará una cumbre en berlín y con la que se conmemorará el 50 aniversario de la firma del tratado de Roma. La idea es relanzar la unidad de Europa, un objetivo que evocó hace más de medio siglo, el 9 de mayo de 1950, Robert Schuman, ex ministro francés de asuntos Exteriores, uno de los considerados padres fundadores de la Comunidad Europea junto a Jean Monnet y autor del plan que lleva su nombre, quien ese día pronunció un discurso en el que aseguró que "Europa no se hará de una vez, ni en una construcción de conjunto; se hará mediante realizaciones concretas, creando en primer lugar una solidaridad de hecho"170.

Tras la cumbre de marzo, de la que saldrá la "Declaración de berlín", se perfilará la "hoja de ruta" que alemania quiere entregar en la siguiente reunión de junio para que las negociaciones sobre la Constitución Europea concluyan durante la presidencia francesa en el segundo semestre de 2008. Su iniciativa contó con el apoyo de los países que ya ratificaron el texto con motivo de las reuniones convocadas durante el Consejo Europeo de diciembre de 2006 por España y luxemburgo, únicos países que ratificaron la Constitución en referenda. Así, Madrid acogió un primer encuentro el 26 de enero, mientras que luxemburgo decidió aplazar el suyo del 27 de febrero por si pudiera entorpecer la gestión de la presidencia alemana, tras sendas invitaciones a los otros dieciséis países que ya ratificaron el tratado por parte del presidente del Gobierno español, José luis Rodríguez zapatero, y su homólogo luxemburgués, Nicolás Schmit, con la finalidad de debatir el estado actual de la cuestión y acerca de la Carta Magna europea con los otros siete países que aún no se pronunciaron sobre ella -Reino Unido, polonia, Dinamarca, Suecia, República Checa, Portugal e Irlanda-, así como con los que la rechazaron -Francia y Holanda-.
