El rechazo de Francia y holanda a la Constitución Europea motivó la adopción, en el Consejo Europeo de junio de 2005, de una Declaración sobre la "ratificación del tratado por el que se establece una Constitución para Europa". En ella se proponía un "periodo de reflexión" tras los 'noes' de los únicos países que hasta el momento rechazaron el texto, así como la apertura de un debate en cada país y la contribución de las instituciones europeas a ese debate.
Seguidamente, el 13 de octubre, la Comisión adoptó una "contribución al periodo de reflexión y más allá", un "plan D", D de democracia, de diálogo y de debate -COM (2005) 494- en la que se establecían trece iniciativas a nivel comunitario, la realización de un Eurobarómetro especial sobre el futuro de Europa, y un documento que recogiera un resumen de los debates nacionales organizados en toda la Unión Europea.
A poco más de diez meses de la fecha prevista inicialmente para la entrada en vigor del tratado de la Unión, también el parlamento europeo emitía una resolución en la que confirmaba su "compromiso de alcanzar sin retrasos injustificados un acuerdo constitucional que refuerce la democracia parlamentaria, la transparencia y el Estado de Derecho, consolide los derechos fundamentales, desarrolle el espíritu de ciudadanía y aumente la capacidad de la Unión ampliada para actuar conPage 200 eficacia tanto en el interior como en el exterior"166. Sin embargo, también expresó su temor, si no se lograba este acuerdo constitucional, de que "no sea posible que la Unión pueda contar con el apoyo de sus ciudadanos, mantener la dinámica de la integración y convertirse en un socio creíble en la escena mundial".
Por todo ello, reiteró su respaldo al tratado por el que se establece una Constitución para Europa como el "instrumento adecuado para lograr estos objetivos"; pidió al Consejo Europeo de junio de 2006 que "asuma también solemnemente ese compromiso a favor de un acuerdo constitucional sobre el futuro de Europa"; y acogió positivamente tanto la idea de la presidencia austriaca del Consejo, que transcurrió durante el primer semestre de 2006, de presentar un plan de trabajo para el periodo de reflexión y el futuro del proceso de ratificación en general, como la intención del Gobierno alemán de desarrollar iniciativas respecto del proceso de ratificación constitucional durante su presidencia del Consejo en los seis primeros meses de 2007, después del turno de Finlandia.
