En caso de alcanzarse un acuerdo de paz, la Unión iniciará la normalización de las relaciones con este país. Tales relaciones, en el contexto del Acuerdo de Cotonú, se fundamentarían en el respeto de los derechos humanos, los principios democráticos y el Estado de derecho, y conllevarían una ayuda para las iniciativas de paz y la resolución de conflictos.
En cuanto a un posible embargo del comercio de petróleo sudanés por parte de la Comunidad, la Comisión está convencida de que, por regla general, para hacerse oír y concretar las expectativas propias es más conveniente una política de compromiso que una de aislamiento. Serían preferibles y más eficaces nuevas sanciones por parte de Naciones Unidas que la adopción de sanciones unilaterales como instrumento de política exterior. Además, en este caso, una medida unilateral tendría una incidencia económica limitada dado que la Unión es un mercado muy marginal en relación con las exportaciones de petróleo sudanés, siendo los principales mercados China (63 % o 1 200 millones de euros en 2000) y Japón (23 %).
(2004/C 11 E/057) PREGUNTA ESCRITA P-3411/02 de Nirj Deva (PPE-DE) a la Comisión (25 de noviembre de 2002) Asunto: Hambre en Etiopía y Eritrea En recientes informes se afirma que Etiopía y Eritrea están a punto a sufrir una hambruna masiva. ¿Qué medidas ha adoptado la Comisión para evitar un potencial desastre humanitario? Respuesta del Sr. Nielson en nombre de la Comisión (23 de diciembre de 2002) Desde julio de 2002, se sabía que las lluvias tardías y escasas podían afectar de forma grave a las cosechas en zonas de Etiopía y Eritrea y provocar una escasez localizada de alimentos durante el año. En octubre de 2002, tras unas lluvias estacionales tardías, se hizo evidente la probabilidad de una crisis humanitaria más grave y que la mayor escasez de alimentos se produciría sobre todo durante la primera mitad de 2003.
Las últimas estimaciones indican que 2,3 millones de personas en Eritrea y entre 11 y 12 millones en Etiopía pueden necesitar ayuda alimentaria. Estas cifras incluyen en ambos casos la población que sufre inseguridad alimentaria crónica. La ayuda humanitaria de la Unión asciende en total a 160 millones de euros, aproximadamente.
