A plan for implementing the EU's 1999 Budget has been adopted by the European Commission with a view to achieving a more even-handed spread of financial management activities throughout the financial year. This plan is exciting more and more interest amongst the Member States, particularly as regards payment appropriations for actual budget hand-outs.The new implementation plan seeks to achieve two basic aims.
