Fact-finding study on the implementation of the
evaluation requirementas foreseen by the GBER and
relevantguidelines
Abstract
Since July 2015, evaluation has beenan importantinnovationin t he governance
of Sta te aid. I nt rodu cing a requi rem ent fo r t he ex-p ost eva luat ion of lar ge o r n ove l
State aid schemes has contributedto making Member States increasingly
responsible for and aware ofthe effectiveness of t he St ate aid implem ented. The
study provides an independent fact-finding analysis concerning the
im plem entat ion of the evaluation requirem ents; the r esult s m ay contribut e to the
European Commission’s reflections onpossible developments of State aid rules.
The study is based on deskand field analyses of t he evaluat ion organisation and
im plem ent ation i n the 28 MSs d uring t he past 5 year s.
After mapping and describing the evaluation process inthe differentMember
St ate s, t he stu dy ver ifi ed the coh eren ce o f t he im plem en tat ion wi th th e m ain go als
of t he eva lua tio n, t he com m it me nt t o e val uat e o f t h e MSs an d t he ir im ple me nt at ion
capacity to carry outevaluations accordingto the decided evaluationplans.
Conclusions show t hatStat eaid evaluat ion w orks alr eady q uite well and does not
need drastic changes in the future. However,improvements and reinforcements
should accom panythe evaluation system into a“maturity”stage thatdeals with
the highlighted issues, and in particular: evaluationcov erage of aid schemes and
countries,differentevaluationcapacity amongMSs, broadeningthe possible
methodological approaches m aintaining high quality standards,fosteringa wider
use o f the evaluation result s.
