A
dministrative capacities constitute a very important component for the functioning o
f
public administration in all countries, especially for those that are in the process of
E
uropean
integration.
I
n this regard, countries are obliged to undertake various political, legislative,
organizational and educational measures in order to increase the administration's capacities.
M
ost of the countries that are undergoing the
E
uropean integration process are developing
a
dministrative reforms, with particular emphasis on administrative capacity building in order
t
o meet
E
uropean criteria and standards for a functional, responsible, e cient and e ective
a
dministration. To achieve these objectives, the
EU
has foreseen principles, rules, standards
a
nd criteria which are mandatory for each country aiming for
EU
membership. These
ob

ectives are realized throu

h various measures, actions and strate

ies for the trainin

of the

dministration in order to achieve approximate results in the implementation of principles,
criteria and standards, as in the
