El Consejo de Agricultura aprueba la nueva directiva de prevención de fiebre aftosa
El pasado veintinueve de septiembre, el Consejo de Agricultura aprobó una nueva directiva para prevenir nuevos brotes de fiebre aftosa. Esta directiva vendrá a sustituir a la antigua 90/423/CEE.
La aprobación de la directiva es consecuencia del acuerdo político alcanzado en pasado 12 de junio entre la Comisión, el Parlamento y el Consejo.
La principal novedad con respecto a la directiva actualmente en vigor es la importancia que se atribuye a la vacunación, que se convierte en la forma principal de combatir la enfermedad en caso de epidemia. Esta tendencia es consecuencia de las mejoras hechas los últimos años en las vacunas y de la existencia de exámenes de laboratorio que permiten diferenciar entre rebaños vacunados y rebaños infectados por el virus.
En consonancia con el nuevo papel que adquiere la vacuna, la directiva regula de forma minuciosa la preparación de planes de vacunación y prevé la creación de bancos de vacunas. Sin embargo no cambia la política de prohibir la vacunación preventiva.
En la misma línea y haciéndose eco de las recomendaciones hechas por la Organización para la Salud Animal, la nueva normativa establece el procedimiento para recuperar la categoría de zona libre de la enfermedad sin necesidad de vacunación dentro de los seis meses desde el último brote o desde la última vacunación. El procedimiento requiere que previamente se haya utilizado la vacunación de emergencia junto con el sacrificio de los rebaños infectados.
La otra novedad fundamental es la posibilidad de limitar las restricciones consecuencia de un brote a regiones específicas, no extendiéndose necesariamente a todo el Estado Miembro. Esta medida es especialmente importante en el caso de rebaños vacunados de zonas que hayan recuperado la categoría de libre de la enfermedad ya que podrán moverse dentro del Estado Miembro aunque no podrán comercializarse en el exterior.
