AGRICULTURE: FINANCIAL IMPACT OF CAP PUBLIC INFORMATION ACTIVITIES.

Council Regulation 1258/EC of May 17, 1999, on the financing of the CAP, calls for the assumption of responsibility by the Guarantee Section of the European Agricultural Guidance and Guarantee Fund (EAGGF) for measures in the public information field. Following the adoption by the Council of this new Financial Regulation, starting with the year 2000, these types of measures must be covered by the budget line for "CAP Public Information Measures", for which the allocation in the 2000 Draft EU Budget is Euro 4.5 million. According to the financial memorandum attached to the proposal for a Commission Regulation, an identical amount is included, as a guide, until the 2005 accounting year. This expenditure will henceforth be compulsory in the sense that the Commission will no longer have the authority to increase the budget allocation.
