(2000/C 225 E/121) PREGUNTA ESCRITA E-2363/99 de Alexander de Roo (Verts/ALE) a la Comisión (13 de diciembre de 1999) Asunto: Transformación de baterías de plomo ¿Está enterada la Comisión del contenido del artículo 'Giftige afdankertjes' ('Desechos tóxicos') aparecido en la revista 'Milieudefensie' de septiembre de 1999, en el que se habla de la exportación de 40 000 toneladas de viejas baterías de plomo procedentes de los Países Bajos hacia Bélgica y Francia (83 % hacia Bélgica y 16 % a Francia)? El Ministerio de Vivienda, Ordenación del Territorio y Medio Ambiente neerlandés autorizó aún en la primavera de 1999 la exportación de 2 500 toneladas de baterías de plomo al centro de reciclado FMM en Bruselas. Según la revista 'Le Soir Illustré', dicho centro causa un grave problema de contaminación en el municipio bruselense de Anderlecht. Una muestra tomada en el suelo delante del centro arrojó un contenido de plomo del 20 %. El periodista J.-M. Veszely de 'Le Soir Illustré' señala las siguientes deficiencias: los filtros no se sustituyen a su debido tiempo, la depuradora de aguas no funciona correctamente y su capacidad es insuficiente; el depósito de sedimentación está continuamente saturado;
y el ácido sulfúrico, tras ser desnaturalizado, es vertido directamente a la red de alcantarillado, en lugar de ser reutilizado.
El apartado 5 del artículo 6 del capítulo B del Reglamento (CEE) no 259/93 (1) relativo a la vigilancia y al control de los traslados de residuos en el interior, a la entrada y a la salida de la Comunidad Europea establece que el 'centro (de valorización) deberá disponer de la capacidad técnica adecuada para la valorización de los residuos de que se trate, en condiciones que no ofrezcan peligro para la salud humana ni para el medio ambiente'.
¿No conviene la Comisión en que el mencionado 'centro' no dispone de la capacidad técnica para cumplir con las normas que establece el Reglamento? ¿Qué medidas proyecta la Comisión para poner fin a estas prácticas o, en su caso, para evitarlas? (1) DO L 30 de 6.2.1993, p. 1.
