The case is before the Spanish courts. As a result, according to the Spanish home affairs minister, Commissioner Cecilia Malmstrom (home affairs) does not intend to open infringement proceedings against Madrid following the recent migration scandal off the shores of the enclave of Ceuta in Northern Morocco.
