Annex 2 Implementation by category of operation
Education and training
Findings from AIRs and Member States/OPs selected for in-depth review
When looking at operations described in the AIRs, it is hardly possible to gather
information on the IP under whi ch they were implemented. However, i t is still possible to
look at the number of operations and OPs by Member States and t o link the TO through
the Priority Axis.
We foun d e vidence of education and training operations in 29 OPs across 9 Member
States. Table 17 below presents the number of Priority Axes (PAx) fou nd to be including
relevant operati ons by Member States based on the results found in descriptions of
implemented activities through word searches (section 3.1. of AIRs), and the number of
relevant OPs f or each Member State (as an abs olute number and as a share of the total
number of OPs in the Member States)65. Most education an d training operations were
found to be impl emented under TO10 (19 PAx), followed by TO9 (9) and one under
TO11.

Based on the three main categories of operations identified while mapping the AIRs and
described in the Introduction, it is not always possible to know the details of the different
types of operations (for example i f they fall under some specific sub-categories); this
depends on the level of detail that is reported in the AIRs. In fact, in some cases
descriptions are too generic to be able to make a more precise categorisation of operations.
It was still possible to identify some recurring types of operations.
65 As a reminder, these results should not be considered to be representative of the actual level of
implementation, as unfortunately not all Member States/OPs report information with enough details in section
3.1. to be able to identify operations that f all under our categories of interest. For PL for example, descriptions
reported in the AIRs in section 3.1. focus more on the financial progress and often do not provide enough
descriptive information to be able to tell if the operations are targeting children and fall in any of the relevant
categories of operations. It is therefore possible that more than 1 OP as shown in Table 9 includes education and
training operations targeting children in PL.
