lbania has many obligations to

ll in order to become a

member state. With regards

o the agricultural sector, one of the most important obligations the country has related is

he improvement o
f
standards in order to bene

rom the community
f
unds.

n the case o

lbania this will be the

P
A
RD Program. So far, there has been no independent assessment
o
f
the e
ciency o
f
I
P
A
RD- Like
f
unds (
EU
pilot program) and o
f
the social and economic
i
mpact that these support measures have had on the country’s rural development and the
grants’ bene ciaries. Such an assessment would be necessary not so much to judge what this
m
oney has provided and how it has been spent, but to have a more complete and thoroughly
grounded basis for planning future support by the relevant institutions. With the support o
f

A
lbania has made signi cant progress in preparing for the implementation of
I
P
A
RD.
The structures responsible for managing
I
P
A
RD have been set up and their capacities have been
gradually developed. The
I
P
A
2011 project, 'Support
f
or
A
griculture and Rural Development'
i
ncluded a pilot grant scheme whose
I
P
A
RD-Like measures for investment in agriculture,
processing and marketing supporting the dairy, meat,
f
ruit and vegetable sectors aimed at
m
odernizing and gradual approximation with
EU
standards.
A
n important lesson from the
I
P
A
RD-Like grant scheme was the fact that there was great demand for support
