Under the heading of the May 1999 Inter-Institutional Agreement ushering in a procedure for the 2000-2006 financial perspective to be jointly managed by the European Commission, the European Parliament and the Council, the EU's executive arm floated a proposal on 13 March for a sum of Euro 6.152 billion (that an adoption hold-up prevented from being committed in 2000 or carried over to 2001) to be earmarked for future years. It has been agreed with the Directorates-General in charge of programming the resources that the transfers should be spread over the 2002-2006 period.In the wake of the implementation of the 2000 Budget, the situation for the amounts remaining to be cleared does not yet indicate any risk that the payment appropriations ceiling for the medium-term financial perspective in the coming years will be insufficient.
