El Comité de Agricultura del Parlamento Europeo expresa su opinión sobre normas de coexistencia
El pasado 2 de diciembre, el Comité de Agricultura del Parlamento Europeo, hizo público un informe en el que se exige el establecimiento de normas rigurosas para mantener la pureza de los cultivos convencionales frente a la amenaza de contaminación/ de los cultivos transgénicos, así como una protección más estricta a los agricultores convencionales y orgánicos.
El nuevo Reglamento (CE) No 1830/2003 relativo a la trazabilidad y al etiquetado de organismos modificados genéticamente y a la trazabilidad, aprobado en julio de este año establece una tolerancia de 0.9% de contenido transgénico en productos convencionales, bajo la cual los productos no han de ser etiquetados como OGMs. Siguiendo esta línea, la Comisión Europea publicó este mismo verano un informe en el que se defendía una tolerancia de hasta el 0.7 % de presencia incidental de transgénicos en cosechas convencionales que en cualquier caso tendrían que fijar las respectivas autoridades nacionales.
En respuesta al informe de la Comisión, un grupo de miembros de la Comisión de Agricultura encargaron al eurodiputado alemán del grupo Los Verdes Friedrich-Wilhelm Graefe zu Baringdorf, agricultor orgánico y conocido opositor a la biotecnología, la elaboración de un informe sobre los aspectos legales de las normas de coexistencia (responsabilidad civil, seguros, coste, etc).
El informe del Comité de Agricultura discrepa del de la Comisión Europea fundamentalmente en tres aspectos: en primer lugar, el Comité de Agricultura se opone a que los Estados tengan competencia alguna en materia de coexistencia de cultivos, ni aún con carácter subsidiario, salvo declarar zonas de su territorio libres de transgénicos , lo cual podrían hacer libremente.
En segundo lugar, el informe propone desplazar todo el peso de la responsabilidad civil por contaminación de cultivos sobre el agricultor que use transgénicos. Por último, los europarlamentarios piensan que la tolerancia incidental de hasta un 0.7 % es excesiva aunque no se indica que cantidad sería la adecuada.
