Abstract
The training of driver candidates is the main factor which increases traffic safety, as
such it presents a general social interest. During the process of training the driver
candidates learns the traffic rules, traffic behavior, and skills for safe driving.
Various training model exist among countries in the European Union but also around
the world. Additionally, various methods are used for organizing and holding driving
license exams. After finishing the theoretical and practical exam the driver candidate
gains the driving license which gives to it the right to drive auto vehicles in the traffic
based on the category of the driving license gained.
This study is a comparative analysis of trainings for driver candidates and the method
of driving license exams among the Republic of Kosovo and regional countries; Albania,
Slovenia, Croatia and, Bosnia and Herzegovina, Montenegro, Macedonia and Serbia.
Keywords: young drivers, comparative analysis, traffic accidents, traffic safety.
Introduction
The trainings for driver candidates play a crucial role in increasing the traffic safety
level, since they represent the preliminary phase where the driver candidates gains
elementary knowledge on driving before taking the theoretical and practical exam.
In Europe three methods are being used, the formal, informal and combined method.
The formal model is realized through the curriculum which is drafted by the
authorized body, this curriculum contains the assigned number of theoretical and
practical training hours. The practical training is realized under supervision of an
authorized driving instructor, who evaluates whether the driver candidate is ready
to take the practical exam. The formal model is applied in Germany, Austria and in
all regional countries including also the Republic of Kosovo.
The informal training, the so-called private training is realized by the accompanying
driver, who has to meet some criteria which differ from country to country.
The combined training model is realized by combining the formal and informal
method. Usually, in the first phase the informal model is applied, after which the
formal method is applied, thus the driver candidate attends the driving school,
attends the assigned practical hours before taking the exam. The combined training
model is used in several European Union like the Scandinavian countries. In most
of the regional countries driving trainings are included with the law on traffic
