Abstract
The degree of development of urbanism and the circulation of real estate also determine the
degreeofdevelopmentandcivilizationofacountry.Kosovo,asanewstate,isnotimmuneto
thephenomenonofcorruptionintheeldofurbanplanningandtheturnoverofrealestate,
whichundoubtedlyposesagreatdangertocontemporarysociety.
Corruption 1 isaform of economic crime that is widespread, both in Kosovo and abroad.
Corruption poses a great threat to the political, economic, social stability of any country;
therefore there are no common forms of corruption that are easily ascertained.
Corruptioncannotbetackledandstudied,separatedfromorganizedcrimeintheeldofurban
planningand real estateturnover. Therefore, corruptionis often associatedwithorganized
crime,becoming a carrierof crime and thefunctioning of linkswithstate authorities, with
powerfulnancial-economicentitiesasaformofcoveringcriminalactions.

1. Introduction
In Kosovo, operates 2 suchaform ofcorruption,which canbeascertained fromthe
largenumberofbuildingsbuiltaswellasfromdierenttypesofrealestate,without
aproperurbanplan,withoutabuildingpermitandwithalargenumberofabusive
transactions of real estate.
Corruptionis nota commonabuse ofocialposition byany ocialperson,butit
includesallthosewhoabusetheirposition,wheneverpossible,torealizebenetsas
easilyandaspossible,whereoneof thoseareasis thatofurbanization-construction
and real estate turnover. This phenomenon means something much greater than the
“hidden”cooperation betweenocialson the onehandand people intheeld of
business,ontheotherhand,inordertorealizematerialbenetsillegally.
Suchaformofcorruptionthatisassociatedwithcertainstructuresofpublicocials
forthepurposeofprotfromurbancrimeandthecirculationofrealestatehasbeen
presentinKosovoinrecentdecades,withspecialemphasisduringtheperiod1999
- 2015. Presentation of the phenomenon of corruption in Kosovo is determined by

2AccordingtotheCriminalCodeofKosovo,corruptionisacriminaloensewhichmanifestsitself
in:abuseofocialpositionorauthority;conictorinterest;oceabuse;ocefraud;unauthorized
useofproperty;acceptingbribes;givingabribetoaforeignpublicocial;inuenzatrading;failure
to report or false reporting of property, income, gifts or other benecial materials or nancial
obligations, and illegal collection and redemption, etc.
