Decisión (PESC) 2020/1656 del Consejo de 6 de noviembre de 2020 sobre el apoyo de la Unión a las actividades del Organismo Internacional de Energía Atómica (OIEA) en los ámbitos de la seguridad nuclear y en el marco de la aplicación de la Estrategia de la UE contra la Proliferación de Armas de Destrucción Masiva

(1) El 12 de diciembre de 2003, el Consejo Europeo adoptó la Estrategia de la Unión Europea contra la Proliferación de Armas de Destrucción Masiva (en lo sucesivo, «Estrategia»), que contiene en su capítulo III una lista de medidas que es preciso tomar, tanto dentro de la Unión Europea como en terceros países, para combatir dicha proliferación.
(2) La Unión está aplicando activamente la Estrategia y poniendo en práctica las medidas enumeradas en su capítulo III, especialmente a través de la aportación de medios financieros en apoyo a proyectos específicos acometidos por instituciones multilaterales, como el Organismo Internacional de Energía Atómica (OIEA).
(3) El 17 de noviembre de 2003, el Consejo adoptó la Posición Común 2003/805/PESC (1). En dicha Posición Común se invita, entre otras cosas, al fomento de la celebración de acuerdos globales de salvaguardias y protocolos adicionales del OIEA, y la Unión se compromete a tratar de que los protocolos adicionales y los acuerdos globales de salvaguardias constituyan la norma para el sistema de verificación del OIEA.
(4) El 17 de mayo de 2004, el Consejo adoptó la Acción Común 2004/495/PESC (2).
(5) El 18 de julio de 2005, el Consejo adoptó la Acción Común 2005/574/PESC (3).
(6) El 12 de junio de 2006, el Consejo adoptó la Acción Común 2006/418/PESC (4).
(7) El 14 de abril de 2008, el Consejo adoptó la Acción Común 2008/314/PESC (5).
(8) El 27 de septiembre de 2010, el Consejo adoptó la Decisión 2010/585/PESC (6).
(9) El 21 de octubre de 2013, el Consejo adoptó la Decisión 2013/517/PESC (7).
(10) El 21 de diciembre de 2016, el Consejo adoptó la Decisión (PESC) 2016/2383 (8) y el 8 de junio de 2020 prorrogó su duración mediante su Decisión (PESC) 2020/755 (9).
(11) El 8 de mayo de 2016 entró en vigor la Enmienda de 2005 de la Convención sobre protección física de los materiales nucleares (CPFMN). Son Partes en la Enmienda de la CPFMN todos los Estados miembros de la UE, así como la Comunidad Euratom. La Unión sigue promoviendo su universalización y aplicación efectiva, en particular mediante el apoyo a las actividades de seguridad nuclear llevadas a cabo en el marco del Plan de Seguridad Nuclear 2018-2021 del OIEA.
(12) Reafirmando que la responsabilidad de la seguridad nuclear en un Estado corresponde enteramente al Estado, la Unión se ha comprometido a seguir reforzando la seguridad nuclear mediante la aplicación tanto de medidas de seguridad nacional como de cooperación internacional. La Unión seguirá apoyando la labor del OIEA para ayudar a los Estados miembros, cuando estos lo soliciten, a establecer y mejorar regímenes nacionales de seguridad nuclear eficaces y sostenibles. Así pues, el apoyo de la Unión estará en consonancia con la Declaración Ministerial y las conclusiones de la «Conferencia Internacional sobre Seguridad Física Nuclear: mantener e intensificar los esfuerzos» (ICONS 2020), que se reunió en la sede del OIEA, en Viena, del 10 al 14 de febrero de 2020. Seguirá contribuyendo a la aplicación del Plan de Seguridad Nuclear 2018-2021 del OIEA, aprobado por la Junta de Gobernadores del OIEA el 13 de septiembre de 2017 y refrendado...
