EAPN WELCOMES ADDITION OF SOCIAL DIMENSION.

The European Anti-Poverty Network welcomed on December 18 the decision of the Convention on the Future of Europe to establish a Working Group on Social Europe. They are to consider seven questions. Questions 1 and 2 deal with the basic values and objectives of the EU. EAPN says that the defence and promotion of the European Social Model should be included in the Convention. They want the values set out in article 2 of the draft to include 'social justice' and the objectives in article 3 to include 'the eradication of poverty and social exclusion'. Question 3 is about EU level competencies. The EAPN wants basic principles and minimum standards of social protection agreed at European level. In addition, the EAPN wants the Constitutional Treaty to include the adoption of a framework Directive to combat poverty and social exclusion. Providing the right legal framework for access to services of general interest (water, gas, electricity, telecommunications, transport, education, health care, housing and social services, etc.) must also be safeguarded at the European level.
