The Council of Ministers has asked the European Union to consider designating 2015 the "European year of zero tolerance of violence against women" in order to raise public awareness and draw attention to the widespread phenomenon of violence against women and its consequences on society. In conclusions adopted on 6 December 2012, the employment and social affairs ministers support a comprehensive approach targeting the key elements of prevention, protection and support for victims, and prosecution of perpetrators and other interventions aimed at them. They reiterate that neither custom, tradition, culture, privacy, religion nor so-called "honour" can be invoked as a justification of such violence or as an excuse for a member state's failure to meet its obligations with respect to prevention and elimination, and the prosecution of perpetrators.
