1. INTRODUCTION.

shift from cooperation without prospects of membership to a new model of

bilateral relations in response to the full-scale Russian military invasion. The EU

has announced an unprecedented transformation of its foreign policy priorities

and has introduced the enlargement agenda as a pragmatic investment into

securing peace and promoting democracy in member states and potential new

members. Significantly, it was Ukraine’s membership application that became

a trigger for the discussion on making the EU bigger once again. Unlike the

Association Trio appeal in 2019, this application led to a serious discussion on

future membership of not only Ukraine but new candidate states, e.g. Moldova

or Georgia, and other countries that started the accession process years before.
