The theme of the European year 2014 will be the same as last year's: citizens. For the third time since this exercise began in 1993, the EU institutions decided not to choose a new theme for this year, but simply to maintain the theme of European citizenship. "In the absence of consensus by stakeholders, and considering the specific nature of 2014 related to the European elections and the institutional transition, the Commission finds that it would be more appropriate to continue in 2014 actions related to the European Year of Citizens 2013," Commission President Jose Manuel Barroso replied to a question from Austrian MEP Heinz K.
