With certain political leaders, in the UK and Germany in particular, calling into question the right of freedom of movement of persons in the EU, in the tense political context ahead of the European elections, the European Commission is preparing to single out failings. On 29 January, Justice Commissioner Viviane Reding presented recommendations to the few countries that deprive their citizens of the right to vote in national elections if they have moved to another EU member state.

This was one of the 12 measures announced by the commissioner in a report published last May on European citizenship, the subject chosen by the EU for 2013. The report targeted Austria, Denmark, Ireland, the United Kingdom, Malta and Cyprus.
