"Four principles have guided us in our work," explained Roselyne Bachelot-Narquin (EPP-ED, France), speaking to MEPs in the European Parliament's plenary session, and "we have stuck to them scrupulously throughout our negotiations with the Council".

European added value. "We have no intention of replacing member states to deal with industrial disasters socially. Interventions from the Globalisation Fund will target cases which are emblematic of social disasters with a European dimension following changes to the international trade structure. The European Parliament also particularly insisted that the 50% rule be attributed to Article 10 of our regulation, the co-decision showing well the European ambition and not the contribution of European aid to national matters. By the same token, we have included a cross-border element in certain dossiers."

Responsibility. "The EU, competent in international trade negotiations, therefore assumes responsibility for the potential consequences of its strategic choices. It is our responsibility to assume not only the positive elements but also to take into account the potentially negative impacts of globalisation."
