Hon. Prof. Dr. Bernhard Spiegel is a distinguished expert in European and international social security law. He served in the Austrian Federal Ministry for Labour, Social Affairs, Health, Care and Consumer Protection from 1982 until April 2024, holding the position of Head of Division from 1997 onwards. Throughout his career, he was responsible for Regulation 883/2004 from Austria’s EU accession, acting as national negotiator, member of the Administrative Commission for the Coordination of Social Security Systems, and Austrian representative in the Council’s Social Questions Group.

Dr. Spiegel played a central role in bilateral agreements on social security with states and international organizations, while also representing Austria in CJEU cases concerning the EU-conformity of national legislation. His expertise extended to PHARE/TAIEX projects, as well as contributions to trESS, FresSco, and MoveS. An Honorary Professor at the University of Salzburg, he regularly lectures, publishes, and speaks internationally on European social law.
