1. INTRODUCTION.

The digital policy of the European Union is nowadays one of the most central

policies, intensively developed in response to the growing power of technology

in society and the stronger position of global corporations behind this dynamic

progress.

The Union’s regulatory response not only aims at a formal establishment

of the legal norms appropriate for the proper functioning of the digital internal

market in purely economic terms. It is now no less important to rethink certain

legal and constitutional concepts such as sovereignty, the rule of law or human

rights. Thus, the adjective ‘digital’ is being added to each of these concepts today,

as a way of giving certain narratives or political and legal actions an attribute
