How the educational system contributes in the integration process in Umbria,
Italy

Abstract
The main purpose of this article is to give a detailed analysis of international migration
in Umbria. The importance of this analyze comes from the fact that Umbria is one of the
three Italian regions with the highest level of migrant, living and working there. The cities
like Perugia and Terni have the highest numbers and also these two cities have most of the
integration programs and functional structure on welcoming the migration ows. This article
will describe rstly, the ows in Umbria from 2002-2010, as very import step to describe than
the institutional response to these ows. This article will focus it to analyze on the two most
important integration policy in Umbria, the educational system. The educational system in
Umbria embrace a lot of changes in order to help migration student to ll comfortable and very
welcomed in the classrooms, helping teachers and parents to collaborate together to secure a
very welcoming environment as a very important indicator to the integration process.

Introduction
The foreigners residing in Umbria on December 31, 2003, are 43,151 and represent
5.1% of the resident population. The largest foreign community is from Albania with
22.2% of all foreigners present in the territory, followed by Morocco (12.3%) and
Romania (10.0%). Perugia is the capital of the Umbria region and also the economic
and academic capital of this region where the University of Perugia welcomes many
foreigners in the study programs. (INSTAT: 2003 ) In 2006, the foreigner are 6.8% ,
an increment from 2003. The largest foreign community is that of Albania with 21.3%
of all foreigners present in the territory, followed by Morocco (12.3%) and Romania
(12.2%). (INSTAT: 2006) In the year 2007, the number increase again in to 7.3% and in
the 2008 the percent goes to the highest number so far , up to 8.6% (INSTAT: 2009).
The largest foreign community is that of Romania with 22.9% of all foreigners present
in the territory, followed by Albania (18.0%) and Morocco (10.7%). For the second year
in a row, the number of Albanians is lower compared to other immigrant countries. In
2010 the score is 10.4% and the main foreign comes from Romania. In this numerical
representation, it is noticed that the number of foreigners in the Umbrian region is
always increasing. From 2001 to 2010 we have an increase in the emigrant population,
clearly showing that the region has a continuous migration ows. (INSTAT: 2012)
Regarding the citizenship of these inows, the largest number are Albanians, who are
followed by Romanians and then from Morocco.
The number of Albanians from 2001 to 2007 is rising and aer 2007 they come in
second place because Romania marks a bigger number.
