The draft directive that establishes a single work and residence permit for third-country workers planning to stay more than three months in the EU, rejected at the European Parliament's December 2010 plenary session, was back before the Committee on Civil Liberties (LIBE), on 4 February in Brussels.

Committee members reiterated their position that led to rejection of the report drafted by French Conservative Veronique Mathieu, namely that authorising member states to issue additional documents "would defeat the whole purpose of the single permit," which should include all relevant information.

The controversy in plenary stemmed from the tabling of an amendment by the EPP group, notably at the request of the Netherlands, authorising national authorities to require other documents in addition to the residence permit. LIBE supports the European Commission's initial text on this point.
