8 IMPLEMENTATION ISSUES

8.1 Dissemination of information, dia logue with NGOs and between social

partners

a) Dissemination of information about legal protection against discrimination (Article 10

Directive 2000/43 and Article 12 Directive 2000/78)

On 13 July 2018, the Luxembourg Government adopted a national action plan for the

promotion of the rights of lesbians, gays, bisexual, transgender and intersex persons.

The plan is divided in eight thematic chapters:

1. education;

2. employment and work;

3. health;

4. family;

5. reception and integration;

6. discrimination, hate crimes and hate speech;

7. equal rights for transgender people;

8. equal rights of intersex persons.

A new five-year action plan (2019-2024) for the implementation of the UNCRPD was

approved on 20 December 2019.

The eight topics of the plan are:

1. awareness;

2. recognition of legal personality under conditions of equality;

3. living independently and inclusion;

4. freedom of expression and opinion and access to information;

5. education;

6. health;

7. work and employment;

8. participation in political and public life.

b) Measures to encourage dialogue with NGOs with a view to promoting the principle of

equal treatment (Article 12, Directive 2000/43 and Article 14, Directive 2000/78)

No such measures could be identified.

c) Measures to promote dialogue between social partners to give effect to the principle

of equal treatment within workplace practices, codes of practice, workforce

monitoring (Article 11, Directive 2000/43 and Article 13, Directive 2000/78)

No such measures could be identified.

d) Addressing the situation of Roma and Travellers

As there are very few Roma and Travellers in Luxembourg, there is currently no special

action to address their situation.

The Ministry of Family Affairs, Integration and the Greater Region is the n ational Roma

contact point.
