To avoid being fined, France is going to have to take immediate steps to allow Bulgarians and Romanians to practice certain professions (doctor, dentist and lawyer, among others), establish residence and provide their services on its territory. The EU Court of Justice ruled against France, on 10 February, for its failure to respect the deadline for transposition of EU legislation on the free movement of Romanians and Bulgarians, who became EU citizens on 1 January 2007(1).

France has been in breach of the law for two years. At the time of the accession of Bulgaria and Romania, Paris informed the European Commission of its adoption of a "single provision" to comply with the new EU rules, namely a provision on veterinarians.
