French internet access providers (IAPs) are preparing to offer "legal" online music to fill the existing gap in the market for this type of service, Giuseppe de Martino, the general secretary of AFA, the French association of internet access and service providers, announced on March 18. "AFA hopes to offer legal access to music over the internet. Sacem, the French society of music authors, composers and publishers (ndlr), has put forward a proposal and we are in the process of negotiating the basis on which rights payments would be made", Mr de Martino told a press conference. "With this platform, we hope that each access provider will be able to offer the kind of online music and associated services that it wishes", he added, although he did not say when such services would be ready for launch. AFA says that the music on offer on general interest internet sites is "insufficient" and "is not offered under economically attractive conditions".
