1. INTRODUCTION: CONTEXT, OBJECTIVES AND METHODOLOGY
1.1. Context and objectives
This document is the final report of the study on the implementation of the European Maritime and
Fisheries Fund (EMFF)1 in outermost regions (ORs). This study wa s initiated in September 2018.
This study covers the nine ORs of the European Union (EU):
Six ORs in France (FR): Saint-Martin (MAF), Guadeloupe (GLP), Martinique (MTQ), French
Guiana (GUF), Mayotte (MYT) and La Réunion (RUN);
Two ORs in Portugal (PT): the Azores (AZO) and Madeira (MAD);
One OR in Spain (ES): Canary Islands (CAN).
The special situation of the ORs has been recogn ised since 1999 by EU treaties. Article 349 of the
Treaty on the Functioning of the European Union (TFEU, 2009) enables them to benefit from specific
measures in EU policies such as agriculture, maritime activities, cohesion and competition.
This study aims to analyse the implementati on of the EMFF funds in each of these OR s. In detail, the
study provides:
a description of the drafting of the strategy and the involvement of different stakehol ders in
this exercise;
a description of the project pipeline and the involvement of the different organisations in the
implementation of EMFF;
an assessment of administrative capacity of public authorities in charge of EMFF
implementation;
a detailed assessment of the financial state of the implementation of the EMFF national
programmes;
a detailed analysis of compensation plans for additional costs (CPAC) methodology of
elaboration and state of implementation;
an outline of challenges or bottlenecks in the EMFF implementati on, and the identification of
potential good practice.
The study provides recommendations to improve the delivery of the EMFF in ORs in the short term
(for the 2014-2020 programme) and for the longer term (post 2020).
The structure of this report is as follows:
Section 2 provides a socio-economic overview of the fishery and aquacul ture sector in each
OR;
Section 3 discusses the implementation of the EMFF at national and OR levels, including the
definition of the strategy, the description of the project pipeline and an assessment of
administrative capacity;
Section 4 presents the state-of-play of the financial implementati on of the EMFF;
Section 5 focuses on compensation plans for additional costs ;
In section 6, we present our recommendations for the implementation of the EMFF and 2020
funds.
