On 30 Decem ber 201 8, the I talian Parliament adopt ed Act No. 145, Budget Law for
2019 . I t w as pu blish ed in th e Ita lian Official Journ al on 31 Decem ber 2018 . I t is a one-
article p rovision div ided int o over 1 0 00 par agraph s. Th e most relev ant par agraph s are

1 .1. 1 Emp loym en t in centiv es
Para. 24 7 allows n at ional an d regional operational pr ogram m es t o int roducewit hout
prej udice to the EU Stat e Aid Regulationm easur es aim ed at stim ulat ing t he hiring of
indiv iduals under t he age of 35 y ears or of individuals ag ed 3 5 and up wh o have been
unem ployed for at least six months in Abruzzo, Molise, Campania, Basilicata, Sicilia,
Puglia, Calab ria and Sardinia u nder emplo yment contr acts of indefinit e durati on. These
measu res may include a reduction of t he am ount of social security cont ribut ions by up
to 100 per cent .

Para. 48 6 int r oduces a new Art icle 3 -bis in t o Act No. 81 of 201 7, according t o w hich
employ er s shall g iv e priorit y to t h e requests for flexible working hour s fr om fem ale
work ers retur ning f rom m andat ory mat ernity leave and w orkers with sev erely disabled
children.
1 .1. 4 Fu nd fo r d isab led wor kers
Para. 520 pr ovides that the Fund for Disab led Wor kers, envisaged in Article 1 3 Act No.
68 of 19 99, b e increased to EUR 1 0 m illion f or 2 019.
1.1 .5 W age sub sidy for d isab led w or kers
Para. 53 3 pr ovides t hat INAI L (‘I stit uto naz ional e per l’assi curazio ne co ntr o gl i in fort uni
sul lav oro) should, for one y ear, r eimburse 60 per cent of wages p aid b y t he em ploy er
to d isabled w ork er s who are participating in an occupat ional rehabilitat ion project
