The EU's heads of state and government officially adopted, on 11 December, the new Stockholm programme on justice, freedom and security. They also invited the European Commission to present an action plan no later than June 2010 and a mid-term review by June 2012. "The European Council fully supports the Stockholm programme," declared Commission President Jose Manuel Barroso, who added that the programme for 2010-2014 "will have a direct impact on millions of citizens".

The Council conclusions reiterate the Union's determination to continue building an area of freedom, justice and security that serves and protects EU citizens and persons living on European territory.
