¿Puede explicar la Comisión algunos aspectos desconcertantes del nuevo sistema? La mayoría de los servicios de la Comisión ha optado por conceder una puntuación media de 14 puntos en cada grado, a fin de evitar la pérdida de puntos prioritarios. De este modo, si un funcionario considerado particularmente apto recibe 16 puntos, otro del mismo grado no puede tener más de 12, independientemente de su competencia, para que se cumpla así la media establecida. ¿No falsea este sistema la realidad? Si las prestaciones de la mayoría de los funcionarios de un determinado grado y una determinada carrera se encuentran muy por encima de la media, ¿no les perjudica este sistema por concederles puntuaciones excesivamente bajas?
