La UE lanza el debate sobre residuos de origen animal en alimentos
La Comisión Europea ha iniciado un examen exhaustivo de la legislación existente sobre residuos en los alimentos de origen animal. Con esta intención, ha publicado un documento de reflexión sobre legislación de la UE sobre el control de residuos de los medicamentos veterinarios y de límites máximos de residuos.
En el trasfondo de la iniciativa de la Comisión se encuentra lo que ha planteado la actual legislación sobre medicamentos veterinarios: una importante escasez de medicamentos utilizados en animales productores de alimentos en la Unión Europea.
Además de dicha escasez, la Comisión admite la existencia de problemas relacionados con la implementación y aplicación de la legislación, así como de dificultades en el funcionamiento del mercado único y en el comercio internacional.
El documento analiza las razones de estas dificultades y busca proponer vías alternativas para combinar un alto nivel de protección del consumidor y una disponibilidad y evolución continua de medicamentos veterinarios en el mercado europeo.
Entre las cuestiones principales sobre las que se piden comentarios y propuestas se incluye el cómo establecer medidas preventivas para sustancias de productos alimenticios importados, procedimientos para evaluar el riesgo a corto plazo en situaciones de crisis, procedimientos para designar laboratorios de referencia comunitarios, o procedimientos para el establecimiento de controles de supervisión.
Problemas clave en relación al marco legal existente
De acuerdo al documento de reflexión, la legislación comunitaria en materia de residuos de sustancias farmacológicamente activas está insuficientemente interrelacionada , refiriéndose al hecho de que los procedimientos relevantes y las herramientas legislativas están distribuídas en varios documentos legislativos. Este hecho ha llevado a contradicciones, inconsistencias y numerosas dificultades y ha hecho que el procedimiento de toma de decisiones sea excesivamente complejo .
El informe establece asimismo que el sistema no tiene procedimientos para hacer frente a situaciones de crisis, en concreto respecto al establecimiento de evaluaciones de riesgo a corto plazo para determinadas sustancias detectadas en alimentos importados, y plantea la falta de flexibilidad del presente sistema, que impide, por ejemplo, que los límites máximos de residuos válidos para algunos tipos puedan ser...
