Abstract

Juvenile tracing is a serious problem for lbania. In recent ears, lbanian cildren ave

been exploited b tracers, mainl during te tourist season but not onl itin te

countr, for sex tracing, forced labour, teft and begging. e content of tis paper consists

of te legal and social analsis of cild tracing over te last decade, in lbania and in te

lbasan egion in particular. e main focus of tis paper ill be 1. C no. 2018 on

te approval of standard action procedures for te protection of victims of tracing  and

potential victims of tracing . 2. C no. 5782018 on referral and case management

procedures for traced cildren, drafting and content of te individual protection plan,

nancing te costs for its implementation, as ell as te implementation of protection

measures. 3. Comparative treatment of concrete data on te number of traced cildren, te

last decade in te lbasan region and illustration it examples of some of tese cases tat

ave been identied and supported b services from public and nonpublic actors. inall,

aention ill be paid to at as been done so far, to enable good management of traced

minors in Albania and in the Elbasan Region in particular, by the central and local government

but not onl and at needs to be done and ongoing to prevent, reduce and support tis target

group. The paper is developed in terms of a theoretical, analytical, argumentative and legal

approac. e to metods used in tis paper are comparative and empirical. I ave tried to

research about the reality on the topic in question, interpreting it as objectively as possible.
