In an attempt to challenge the rise of free software, Microsoft announced on September 20 that it proposes to include its office software (which includes Word, Excel and Powerpoint) in its Government Security Program (GSP)- offering governments and public administrations in more than 60 countries free access to software source codes. The decision is a response to a growing number of administrations having or considering replacing Microsoft's Windows system with the Linux operating system.

Brazilian President Lula da Silva announced his intention in November 2003 to make savings by preferring use of free software. His country currently pays Microsoft $34 million a year for operating licences. Japan, China and South Korea are also considering this option. Meanwhile, the City of Vienna recently indicated that it would be offering its staff a choice between the Linux operating system or sticking with Microsoft's Windows.
