1. Resumption of the session

The session adjourned on Thursday 7 April 2022 was resumed.

2. Opening of the sitting

The sitting opened at 17.03.

3. Tribute

On behalf of Parliament, the President paid tribute to the memory of Lord Henry Plumb, former President of the European Parliament, who had died on 15 April 2022.

Parliament observed a minute's silence.

4. Approval of the minutes of the previous sitting

The minutes of the previous sitting were approved.

5. Composition of committees and delegations

The PPE and Verts/ALE groups and the non-attached Members had notified the President of the following decisions changing the composition of Parliament's committees and delegations:

FEMM Committee: Maria da Graça Carvalho to replace Cindy Franssen

Committee of Inquiry to investigate the use of Pegasus and equivalent surveillance spyware: Ernő Schaller-Baross to replace Balázs Hidvéghi

Delegation to the EU-Russia Parliamentary Cooperation Committee: Sylwia Spurek was no longer a member

The decisions took effect as of that day.

6. Negotiations ahead of Parliament's first reading (Rule 71)

The PECH, IMCO and LIBE committees had decided to enter into interinstitutional negotiations in accordance with Rule 71, on the basis of the following reports:

PECH Committee — Report on the proposal for a regulation of the European Parliament and of the Council laying down conservation and management measures for the Conservation of the Southern Bluefin Tuna (COM(2021)0424 — C9-0344/2021 — 2021/0242(COD)) — Rapporteur: Grace O'Sullivan (A9-0134/2022);

PECH Committee — Report on the proposal for a regulation of the European Parliament and of the Council on certain provisions for fishing in the GFCM (General Fisheries Commission for the Mediterranean) Agreement area (recast) (COM(2021)0434 — C9-0345/2021 — 2021/0248(COD)) — Rapporteur: Ladislav Ilčić (A9-0136/2022);

IMCO Committee — Report on the proposal for a directive of the European Parliament and of the Council amending Directive 2014/53/EU on the harmonisation of the laws of the Member States relating to the making available on the market of radio equipment (COM(2021)0547 — C9-0366/2021 — 2021/0291(COD)) — Rapporteur: Alex Agius Saliba (A9-0129/2022);

LIBE Committee — Report on the proposal for a regulation of the European Parliament and of the Council amending Regulation (EU) 2021/954 on a framework for the issuance, verification and acceptance of interoperable COVID-19 vaccination, test and recovery certificates (EU Digital COVID Certificate) with regard to third-country nationals legally staying or residing in the territories of Member States during the COVID-19 pandemic (COM(2022)0055 — C9-0032/2022 — 2022/0030(COD)) — Rapporteur: Juan Fernando López Aguilar (A9-0137/2022);

LIBE Committee — Report on the proposal for a regulation of the European Parliament and of the Council amending Regulation (EU) 2021/953 on a framework for the issuance, verification and acceptance of interoperable COVID-19 vaccination, test and recovery certificates (EU Digital COVID Certificate) to facilitate free movement during the COVID-19 pandemic (COM(2022)0050 — C9-0031/2022 — 2022/0031(COD)) — Rapporteur: Juan Fernando López Aguilar (A9-0138/2022);

In accordance with Rule 71(2), requests for the decisions to be put to the vote could be submitted until midnight the following day, 3 May 2022.

Negotiations may start at any time after that deadline has expired if no request for a vote on the decision to enter into negotiations has been made.

7. Delegated acts (Rule 111(6))

Pursuant to Rule 111(6), the Chair of the Conference of Committee Chairs had informed the President of Parliament that no objections had been raised to:

The AGRI Committee's recommendation to raise no objections to the Commission delegated regulation of 8 April 2022 amending Delegated Regulation (EU) 2021/2306 as regards the transitional provisions for certificates of inspection issued in Ukraine (C(2022)02164 — 2022/2637(DEA)) (B9-0218/2022).

If no objections were raised by a political group or a number of Members reaching at least the low threshold within 24 hours of this announcement, the recommendation would be deemed approved. If objections were raised, they would be put to the vote.

8. Signing of acts adopted in accordance with the ordinary legislative procedure (Rule 79)

Since the adjournment of the session on 7 April 2022, the President of Parliament, together with the President of the Council, had signed the following acts adopted under the ordinary legislative procedure:

Directive of the European Parliament and of the Council amending Directives 2001/20/EC and 2001/83/EC as regards derogations from certain obligations concerning certain medicinal products for human use made available in the United Kingdom in respect of Northern Ireland and in Cyprus, Ireland and Malta (00006/2022/LEX — C9-0157/2022 — 2021/0431(COD));

Regulation of the European Parliament and of the Council amending Regulation (EU) No 536/2014 as regards a derogation from certain obligations concerning investigational medicinal products made available in the United Kingdom in respect of Northern Ireland and in Cyprus, Ireland and Malta (00007/2022/LEX — C9-0158/2022 — 2021/0432(COD));

Regulation of the European Parliament and of the Council amending Regulations (EU) No 1303/2013 and (EU) No 223/2014 as regards increased pre-financing from REACT-EU resources and the establishment of a unit cost (00014/2022/LEX — C9-0156/2022 — 2022/0096(COD)).

9. Questions for oral answer (submission)

The following question for oral answer with debate had been placed on the agenda (Rule 136):
