Mixed conclusions on the European electronic communications market.

The electronic communications sector is showing signs of increased competition and strong growth in certain segments. Twenty EU Member States have transposed the new legislative framework governing the sector (although some have still to adopt secondary legislation). Notwithstanding, the still imperfect application of these provisions in certain countries may undermine innovation and investment. "Roaming" agreements between operators are a source of concern (they might be the object of a co-ordinated enquiry by national regulators in the coming weeks).

These mixed conclusions are presented by the European Commission in its second annual report on implementation of legislation in this sector. For alternative operators (new entrants), represented by ECTA (European Competitive Telecommunications Association), the conclusions are optimistic regarding growth, masking the fact that non-dominant operators still face serious difficulties in entering the market.
