The Council of Ministers, on January 30, adopted without debate, a Recommendation on the mutual recognition of general standards and guidelines for quality assurance systems in Europe's higher education. Member states are encouraged to create a European register of "quality assurance agencies" and to allow education institutions to choose any agency from this list, not necessarily an agency from the same country.

Within this framework, agencies have agreed to apply a common set of general standards and guidelines for quality assurance in order to protect and promote diversity and innovation. Ministers retained all the amendments passed by the European Parliament on October 13, 2005 when it adopted a report by Ljudmila Novak (EPP-ED, Slovenia).
