Some Thoughts for a Systemic Approach

I’m here today to share a few ideas mirroring the necessity to address a
comprehensive set of priorities enabling collection of the so called “dividends
of cooperation”.
What capabilities are realistically to be pursued in a cooperative modality and
how, is based on a number of parameters eventually leading to reciprocal trust,
assured access to the cooperation products and availability of the commonly
shared capabilities.
e elements of discussion I’ll oer to the oor are based on my direct
observation of stakeholders’ behaviours, conceptions and expectations, whose
relevance seems often to be underestimated.
It is not a secret that organisms, men, groups, organizations, States actors,
cooperate to gain reciprocal benets and advantages.
We could venture a strong simplication saying that, in the Western world,
the political positive drivers of defence cooperation are conceptually related
and focused to foster peace and stability.
