El consejo de Europa cuenta en la actualidad con un amplio número de recomendaciones en relación con el ámbito penitenciario. Entre ellas cabe destacar las Normas Penitenciarias Europeas de 2006764. Sus antecedentes los encontramos en las reglas Mínimas Europeas para el Tratamiento de los reclusos de 1973765, que nacieron para adaptar a nivel europeo las reglas Mínimas de las Naciones Unidas para el Tratamiento de los reclusos de 1955766y las Normas Penitenciarias Europeas de 1987767.
Las reglas Penitenciarias Europeas de 2006 son una revisión de las anteriores y han incorporado la jurisprudencia del Tribunal Europeo de Derechos Humanos. De su contenido cabe destacar la Norma 24, «contactos con el exterior», que establece que los reclusos tienen derecho a contactar con su familia, en sentido amplio, y las autoridades penitenciarias han de realizar los esfuerzos necesarios para hacerlo posible. Este contacto se establece a través de cartas, llamadas telefónicas y visitas, aunque también pueden utilizarse medios electrónicos.
