Adopting a report by Lousewies van der Laan (ELDR, Netherlands) on 16 January concerning the Commission report on the measures taken in the light of the observations of the European Parliament in its 1997 Budget discharge Resolution, the European Parliament acknowledged the progress made by the European Commission in five areas: the closing of accounts, institutional management and control, the Technical Assistance Offices, the management of Community partnership policies and the fight against fraud and corruption. The Commission is nevertheless enjoined to further improve its staffing policy and to ensure the swift and effective implementation of foreign aid, notably to Palestine.
