"This time we have to get it right. We cannot in ten years agree that our 2020 strategy failed and we need a new 2030 strategy," said the European Parliament's President, Jerzy Buzek (EPP, Poland), in his address to the informal summit of the EU's heads of state and government, on 11 February in Brussels. For Buzek, the Union's 2020 strategy, which was at the heart of the summit meeting, must resolve the problem of excessive deficits, promote growth and prompt new countries to join the eurozone. "We have to show solidarity," he said.

"We have missed out on part of the technological revolution of the 20th century," Buzek said, stressing that "we have the know-how and the technology to be at the forefront of the green economic revolution". However, "if we fail, we will still be talking about the electric car while Tata Industries will mass produce an electric car".
