El 'sí' a la Constitución Europea sigue siendo la opción de los dieciocho los países que la ratificaron y la que parecen haber elegido algunos de los que todavía no lo han hecho, como portugal e irlanda. La reunión que el 26 de enero de 2007 acogió Madrid, a iniciativa de España y Luxemburgo, y a la que asistieron representantes de veinte Estados miembros de la Unión, concluyó con un apoyo rotundo al texto, aunque con la disposición de completarlo sin "trocearlo" para lograr una solución de máximos y no de mínimos, aseguró el ministro de asuntos Exteriores español, Miguel angel Moratinos, en la inauguración de la reunión. El objetivo de la convocatoria fue asistir a la presidencia alemana, que ejercerá durante el primer semestre de 2007, a cumplir el mandato del Consejo Europeo de diciembre del año anterior y que, según un informe del Gobierno sobre "perspectivas del proyecto de Constitución Europea", consistió en "concertarse para que se oiga la voz de los países que han ratificado el tratado y llegar a un acuerdo que preserve la sustancia del texto del tratado constitucional". El título de la reunión, "amigos de la Constitución, por una Europa mejor", revelaba, según Moncloa, que la cita "pretende que el contenido del tratado constitucional sea la base del debate y que se está dispuesto a escuchar con espíritu constructivoPage 212 las propuestas de los demás Estados miembros con el fin de mejorar el texto respetando la sustancia y los equilibrios del mismo". España mostró en esta cita su visión centrada en una "Europa política, de valores, de ciudadanos, solidaria, democrática y eficaz", agregó el mismo informe remitido días antes por el Ministro de asuntos Exteriores, Miguel angel Moratinos, al Consejo de Ministros.
El encuentro, que no estuvo exento de críticas previas a su celebración por parte de algunos eurodiputados ante la posibilidad de que motivara una división en Europa, recibió el visto bueno de la canciller alemana, angela Merkel, actual presidenta de la UE, porque el tema atañe a todos, y contó con la asistencia de representantes de los dieciocho países que ratificaron la Constitución -Alemania, Austria, Bélgica, Bulgaria, Chipre, Eslovaquia, Eslovenia, España, Estonia, Finlandia, Grecia, Hungría, Italia, Letonia, Lituania, Luxemburgo, Malta y Rumanía-, así como de dos de los siete que aún no lo han hecho, portugal e irlanda, que se declararon amigos del texto, además de Dinamarca y Suecia que acudieron como...
