1. Resumption of the session

The session adjourned on Thursday 16 December 2021 was resumed.

2. Opening of the sitting

The sitting opened at 18.13.

3. Memorial ceremony for President David Maria Sassoli

Between 18.13 and 19.45, Parliament paid tribute to the memory of President David Maria Sassoli, who had died on 11 January 2022.

The President gave an introductory address.

Enrico Letta (Secretary of the Italian Democratic Party and former Prime Minister of the Republic of Italy) delivered the eulogy for David Maria Sassoli.

Musical interlude: Sarabande from Cello suite No 4 in E-flat major by Johann Sebastian Bach played by Anne Gastinel.

Charles Michel (President of the European Council) and Emmanuel Macron (President of France and President-in-Office of the Council) paid tribute to David Maria Sassoli.

Musical interlude: Prelude to Cello suite No 1 in G major by Johann Sebastian Bach played by Anne Gastinel.

Iratxe García Pérez (Chair of the S&D Group), Manfred Weber (Chair of the PPE Group), Dacian Cioloș (former Chair of the Renew Group), Ska Keller (Co-Chair of the Verts/ALE Group), Marco Zanni (Chair of the ID Group), Raffaele Fitto (Co-Chair of the ECR Group) and Martin Schirdewan (Co-Chair of The Left Group) paid tribute to David Maria Sassoli.

A quartet from the Strasbourg Philharmonic Orchestra and the soprano Francesca Sorteni performed the Anthem of Europe.

4. Resumption of the sitting

The sitting resumed at 19.55.

5. Approval of the minutes of the previous sittings

The minutes of the sittings of 13, 14, 15 and 16 December 2021 were approved.

6. Composition of Parliament

Following the death of David Maria Sassoli, Parliament established that his seat was vacant with effect from 12 January 2022, in accordance with Rule 4(1) and (6).

Liesje Schreinemacher had announced her appointment as Minister for Foreign Trade and Development Cooperation in the Government of the Netherlands.

Parliament took note that, under Article 7(1) of the Act concerning the election of Members of the European Parliament by direct universal suffrage, that office was incompatible with that of Member of the European Parliament and, under Rule 4(1) and (4), established the vacancy of her seat with effect from 10 January 2022.

The German authorities had given notice of the election of Malte Gallée to replace Sven Giegold as Member of Parliament with effect from 22 December 2021.

Parliament took note of his election.

Under Rule 3(2), until such time as his credentials had been verified or a ruling had been given on any dispute, and provided that he had previously made a written declaration stating that he did not hold any office incompatible with that of Member of the European Parliament, Malte Gallée would take his seat in Parliament and on its bodies and would enjoy all the rights attaching thereto.

7. Announcement of the candidates for election to the office of President

The President announced that he had received the nominations of Alice Kuhnke, Roberta Metsola, Sira Rego and Kosma Złotowski for election to the office of President, and that these satisfied the conditions set out in the Rules.

The President informed Members that the vote would be taken by remote electronic ballot.

8. Action taken on Parliament's positions and resolutions

The Commission communications on the action taken on the positions and resolutions adopted by Parliament during the June I, October II and November I 2021 part-sessions were available on Parliament's website.
