El Parlamento Europeo promueve el debate sobre la coexistencia entre cultivos transgénicos y convencionales
El pasado 11 de septiembre, el Comité de Agricultura del Parlamento Europeo convocó una audiencia pública en la que todos los interesados pudieron expresar su opinión sobre la coexistencia de cultivos. Esta audiencia se convocó como paso previo a la elaboración de un informe en el que el Parlamento Europeo fijará su propia opinión.
El problema de la coexistencia entre cultivos transgénicos y convencionales radica en la posible contaminación de elementos genéticamente modificados en cultivos convencionales, lo que ocasiona problemas de carácter jurídico y económico dado la distinta regulación de ambos tipos de cultivos y de los productos derivados de ellos.
Durante la audiencia se trataron fundamentalmente tres cuestiones:
La primera de ellas fue la necesidad o no de regular la coexistencia a nivel comunitario.
En este sentido, la nueva regulación sobre cultivos transgénicos adoptada en julio de este año, ha optado por la no regulación, por lo que la responsabilidad quedaría en manos de los Estados Miembros, pese a que un importante grupo, liderado por Austria y Luxemburgo, y formado por Alemania, Portugal, Grecia, Italia, Dinamarca, Francia y Bélgica preferirían que la coexistencia se regulase a nivel comunitario.
Por su parte, un segundo grupo formado por España, Holanda, el Reino Unido, Irlanda, Finlandia y Suecia es partidario de normativas nacionales. Tanto es así que el gobierno español ya ha anunciado que está preparando su propia ley de coexistencia.
En cuanto a la propia Comisión Europea, se alinea con este segundo grupo, basándose en la imposibilidad de elaborar una normativa común, ya que los riesgos de contaminación varían enormemente dependiendo de factores como el clima, los tipos de cultivos, la maquinaria que se utilice etc.
La segunda cuestión protagonista fue la de los niveles de tolerancia que fija la mencionada directiva, i.e. un 0.9 % de componentes transgénicos en organismos convencionales, ya que en la actualidad parece claro que no es posible garantizar un 100% de contenido no transgénico. En esta misma línea, la Comisión ha sugerido recientemente considerar un nivel de tolerancia entre el 0.3 y el 0.7 en las semillas.
