Public organizations and human resources management. (case of public
organizations in Albania)

Abstract
One of the main resources of an organization is the individual so human resources and their
and their contribute, energy and commitment is very important to management. e aim of
this paper is to present a theoretical framework of the practices that are used in human resource
management of public organizations in Albania. We will present the main ideas of how we can
manage the employees in order to achieve high levels of their performance at work. Human
Resource Management combines individual performance and institutional capacities in public
administration environment. e aim of HRM is to create an open and exible management style
in order to be motivated sta and support the mission of the department. Eective management
of the employment relationship requires a response to the needs of dierent forces working,
development of organizational structures, improve work performance, relationship of syndicates
and reducing conict within the workplace.

Introduction
Human resource management includes all the decisions and activities that aect the nature
of the relationship between the organization and employees (Beer, M, Spector, B, Lawrence,
P, Quinn Mills, D and Walton, R (1984). Recent years human resource management is
a strategic approach, integrated and coherent in relation to employment, development
and progress of individuals working in an organization. e role of human in the service
industry have a special importance for two reasons: First, the services generally oered
in contact with an individual representative of the organization and secondly services
have the characteristic of simultaneity in time that are produced and consumed (which
the service makes a delicate process because its quality is determined exactly when being
consumed by the client, because there is no time for corrections) (Vermeeren. B., Kuipers.
B., Steijn. B., 2009).. e public sector generally oers services that should benet all the
public. So, public services have service element and “market” element so providing them
against the cost, quality, in time is a challenging process for public organizations, a process
in which the public administrator’s role is key. Public organizations have to manage the
chain of public service delivery, because oen for publics the progress of public services
and administration that oers them is the important indicator of state and government.
