Ana Keglević Steffek is an Associate Professor in Commercial and Comparative Law at City Law School, City, St George’s University of London. Her expertise spans commercial and contract law—including European, international, and transnational dimensions—as well as insurance law, comparative law, e-commerce and the digital market, arbitration, and ADR. Ana has held visiting positions at leading institutions such as the University of Oxford (IECL), UNIDROIT in Rome, the Max Planck Institute in Hamburg, the University of Cambridge (St John’s College), and the Institute of Advanced Legal Studies in London.
Before joining academia, she practised as an Attorney at Law advising on international commercial, company, and contract matters, and served as Assistant to the Secretary General of the Croatian Permanent Arbitration Court and Mediation Centre. Ana is a Council Member of the European Law Institute and a member of the IACL and SLS. She is also a Founding Member of the Croatian Insurance Law Association and has published extensively in insurance law.

In this EU-presentation, Ana Keglević Steffek provides an in-depth overview of recent CJEU case law on insurance, analysing key developments between October 2023 and October 2025. The presentation focuses on three major areas: motor insurance, legal expenses insurance, and health insurance, complemented by an examination of consumer-protection trends. Drawing on more than 250 CJEU documents referring to insurance , it outlines how the Court continues to refine the balance between EU objectives and national legislation.
A central theme is the Court’s insistence on ensuring full and comparable protection for policyholders and victims. In motor insurance cases—such as AT v CT and Matmut—the CJEU clarifies the burden of proof in stolen-vehicle situations and prevents national rules from undermining victim compensation. In legal expenses insurance, the Court interprets “proceedings” broadly to guarantee the insured’s freedom to choose their lawyer. Regarding health insurance, the ruling in AF v Guvernul României rejects national requirements that restrict access to cross-border healthcare.
