Abstra kt

Me zhvillimin e shoqërisë njerëzore, janë zhvilluar edhe forma nga më të ndryshmet të kriminalitetit

e në veçanti të krimit të organizuar dhe kjo ka bërë që organet e ndjekjes të vendeve të ndryshme të

botës të vënë ura bashkëpunimi mes vete në mënyrë që ta kenë më të lehtë ta luojnë këtë dukuri

negative në mbarë botën. Në punim paraqitet historia e rregullimit ndërkombëtar ligjor në fushën

e parandalimit të prodhimit të drogave dhe substancave psikotrope. Konventat ndërkombëtare

për rregullimin ndërkombëtar ligjor mbi kontrollin e opiumin në llim, e më vonë kokainës,

heroinës, marihuanës, drogave sintetike dhe prekursorve. Për luimin e kriminalitetit në nivel

transnacional, rëndësi të veçantë kanë konventat, protokollet, deklaratat, rekomandimet dhe planet

e veprimit që do të shtjellohen në këtë punim. Për të luuar krimin e organizuar ndërkombëtar

është më se e domosdoshme që institucionet kompetente të shteteve ti harmonizojnë legjislacionin

me standardet botërore të bashkëpunojnë ndër vete, veçanërisht në fushën e shkëmbimit të

informacioneve që paraqesin rëndësi për parandalimin dhe për luimin e krimit të organizuar.

Fjalët kyçe: Konventat ndërkombëtare, krimi i organizuar, drogat, substancat psikotrope,

bashkëpunimi ndërkombëtar.

International legal regulation to prevent drugs abuse and psychotropic substances

Abstract

With the development of the human society, developed also dierent types of criminality especially

of organized crime and this has made that the investigative bodies of dierent countries of the world

to build cooperation bridges between themselves in order to have much more easier to combat this

negative phenomena in the whole world. In the paper it is presented the history of international

legal regulation in the eld of preventing the manufacturing of drugs and psychotropic substances.

International conventions for the international legal regulation on controlling the opium, at the

beginning, and later the cocaine, heroin, marijuana, synthetic drugs and precursors. To combat

the criminality in the international level, a very big importance have the conventions, protocols,

declarations, recommendations and action plans, which will be dicussed in this paper. To ght

the international organized crimes it is more than necessary that the competent institutions of the

countries to harmonize the legislation with international standards in order to cooperate among

themselves, especially in the eld of information’s exchanges that are important for the prevention

and ghting of organized crime.
